While it is probably something they can't prove and i wouldnt go and shop him in myself. The fact remains it looks very likely he was driving and had something in both hands. He would be well advised to say nothing. The Police would be required to prove that he was driving a vehicle on a road. Without any other evidence they would not have the necessary information to do this, nor to require information under section 172 of the Road Traffic Act 1988 presumably, as they would be unable to specify where the alleged driving is said to have taken place.
You've got better eyes than me then. It could easily say RPM from where I'm sitting. I also haven't found a Range Rover speedometer dial yet without numerals on it.
