Is the housing development still going ahead? Must be over six months since it was demolished and nothing since. Not even a hint of work starting that I can see. I know it doesn't directly impact Oakwell but it would give a better overall impression if the ground wasn't situated next to a piece of wasteland.

They've demolished the school. Developers sit on sites in the hope the value goes up prior to construction. They are sitting on hundreds of acres that could have houses built on them.

Could be - it's been longer than that before they started building on the old Longcar site - so you might well be right.
Nope, load of rubbish. You can build straight away once soil samples are taken and they’re ok. Either lack of funding or sitting on it to sell to another developer/club.
