That does not matter , if they are interfering with play they become active & if they are that close to the goal they have to be interfering with play .
I'm just making the point that they didnt touch the ball, as we couldn't tell from the video along the goal line.
They don’t have to touch it to be offside they were in the six yard box which belongs to the goalkeeper if you look you can see Davies appealing for offside immediately
Not denying their in an offside position, but even going back years, being in an offside position doesn’t mean your offside. What I can tell on that footage is the 2 players were not impeding anyone.
Tough one to call as it's a matter of opinion. On the BBC website explaining the offside rule it says: 'If an attacker interferes with an opponent by either preventing them from playing or being able to play the ball by clearly obstructing the opponent's line of vision or movements or making a gesture or movement which deceives or distracts an opponent, then they are offside.' http://news.bbc.co.uk/sport1/hi/football/rules_and_equipment/4993924.stm The ref obviously seems to think that by those two players being there, they were interfering with play by distracting the opponent. But definitely one of those decisions that can go either way.
I think we're into the subjective sphere of "interfering with play" regarding this matter. They aren't, in my opinion. But you can argue whether they are, till the cows come home.
