Even ignoring the rest of the stupidity on this, who the **** wants to bring back pounds and ounces?

Joking aside I do think you should be able to smoke in bars if the owners so choose. If there's a sign outside that says "this is a smoking bar/pub" then I really don't see any issue. Nonsmokers could choose not to go in.

What about people working there though they have no real choice and I think that is one of the main reasons for the ban

Honestly, because of that reason (especially in 2019) I think most places would choose not to have smoking. But for those very rare ones that have all staff and customers consenting, why should it be banned?
Also all staff would have it explained to them and be asked if they're okay with working in a place that doesn't mind smoking. Like I said, I don't think too many places would do it anyway, especially nowadays, but they should at least have to the right to as consenting adults.

I disagree. Having it the choice of the pub means that idiots that think it's ok and the rules don't apply to them would just light up, then it's the pub's policy, theirs to enforce, meaning that police would be unlikely to get involved, as it's breaking pub rules, as opposed to breaking the law, and them that has to answer the 'why should i stop?' 'who's decision was that?' questions.

A lot of pubs make their own rules. For example some allow dogs, some don't. It's not that hard. Also it could be the law. If you give secondhand smoke to someone that should be an offence, but if they consent to it, then it shouldn't be an offence. It's pretty simple to me.

Health and Safety was the reason.

Companies have to provide a safe working environment for their staff.

If the business is happy to pay the insurance for their staff , then by all means go ahead and open a smoking bar

As a previous smoker. (Heavy at that) I know how hard it is to quit. It would be a retrograde step. Less than 17 % of the population now smoke. Landlords that gave the green light to permit smoking inside would be cutting their own throats. Many like me would not frequent said pubs. A smoking area outside is a happy medium for all parties. Why change.
