    Making things illegal is what gives organised crime more influence certainly not a ban on promotion. It's a health and moral issue. Banning tabacco promotion has a had a positive effect on health. The fundamentals of risk analysis are to eliminate the risk at source not to manage it retrospectively through treatment and/or policing.
