You've read it right. While I agree it's disproportionate, cutting funding is not the answer in my opinion. Especially not during the middle of a global pandemic.

Totally agree on that mate. It Just highlights the disproportionate amounts. But Doesn’t dissolve the fact that the WHO were slow to react according to some sources. (Which I think is why the point or threat was raised at the time.) and are not above Critisism. They were not (according to some of those sources.) Quick to react in Wuhan.
My point was that he is just an ordinary capitalist not involving in Machiavellian plots to spread CV19. I’m no fan of charity. Progressive taxation should be the default.
Billionaires should not exist full stop. It is unpaid wages and taxes that earn one billions. Watch the below video to get a handle on how obscene Jeff bezos’ wealth (which has greatly increased during this crisis and since the video was created) is. However, as we as a species seem intent on being subjugated, at least bill gates does contribute to charitable causes and I believe is set to leave 90% of his wealth to charitable causes in his will. Why he needs that 90% that no human could spend in 1000 lifetimes and can’t use it to help people now I do not know. The way I see it, the reason billionaires prefer charitable functions is 3 fold: -it costs an innumerable measure less than proportional taxation -they get to pick and choose what they think is worthy, like if you were to say ‘I’ll pay my taxes, but only if every penny is provably spent on highway maintenance’ -the most important- they get to be heroes. Well done, mr billionaire, you built a school (no mention of the 10000 schools fair taxation would have built) Our lives are measurably worse due to the existence of human dragons sitting on more wealth than entire nations, but that has been skewed as a radical opinion.
I'm sure as a business man he's following the money. Its always about the money... follow it. His father was in with the Rockefellers and he has continued the tradition. They seem to be using their wealth to steer the course of where they want things to go especially in poorer countries - probably for their own agendas and money.
From a business perspective, Bill Gates (And Jeff Bezos) were in the right place at the right time, and revolutionized the way that we live, work and play. Most of their money is tied up in shares of the companies they founded at their own risk and is "paper" money that only exists if they sell their shares. Should they be allowed to be billionaires is a different argument, but from a purely business and technological viewpoint, both of those (and the others I haven't mentioned) have been incredibly lucky and/or visionary in equal amounts. Bill and Melinda have said that they are only going to leave their children with an amount of money - IIRC $20-30m dollars each - this will set them up for life, and probably mean they don't have to work and donate the rest to charity fighting malaria, polio and other diseases in the third world. Ethically, if they weren't allowed to be billionaires, they wouldn't have the money to spend on vaccines, treatments and others things for the poor.
Willian Henry Gates II (or Sr) was a GI in WW2 who went to university in Seattle after the war - under the "GI Bill" (a program to help military personal after their service). He founded his own law firm and has written books about taxing the inheritance of rich people. Any money his father had came from hard work, not sperm.
I think i read somewhere that since the software magnet has moved into medicine, his "stock" or "worth" has doubled. Whatever we may think of him....he makes money and he is very very good at it. I also see he has united a lot of the pharmaceutical companies in the US to produce more vaccines etc which can only be good. A very intellegent man, who seems to do a lot of good but also really knows how to make lots of money. Medicine over the pond is a trillion dollar enterprise, no suprise to me he has seen how he can move into this market.
He’s not created a foundation to make money, his worth has gone up because the value of Microsoft has gone up. let’s not be daft. he literally retired from his business to give away his wealth; but it seems when your money grows that fast, it’s difficult to give it away fast enough.
In his case, Mr Gates' product prices ought to have been more reasonable. His fortune is I agree arguably obscene. However, I'd probably prefer that he directed the excess of his fortune in noble directions, rather than leaving it to those in government.

Perhaps it is tied up in investments at the moment and he has been advised that his 90% wealth will be far more significant when he comes to croak than if he were to free it up now, thus contributing even more in the future. I have no idea, just speculating.
