I have been to the Manchester derby at Old Trafford and for pure noise levels, that would be the one. For a Barnsley game I'd say the KC Stadium when it first opened. We lost 2-1 there in 2005ish with Nardiello getting ours. They had a very excitable and supportive crowd back then, on the crest of a wave, and the section of around 1000+ next to the away end was as loud as I've heard especially around the goals. A complete contrast to what it is now like at Hull. Hillsborough used to be pretty noisy after their regular last minute winners... the lads in the corners created a good atmosphere back in the mid to late 2000s. Elland Rd is good nowadays and I've always thought Huddersfield create a good noise, singing section granted. I've managed to praise half of Yorkshire unknowingly! I never got the chance to go to Ninian Park which I'd suggest was the liveliest and most hostile football league ground.
The noise levels at Argentina v Nigeria in the World Cup at the Zenit Arena were something else. But this had nothing to do with the stadium itself (fantastic as it is), and everything to do with the 50,000 Argentineans in a crowd of 65,000 (including one very short, fat one with a powdery nose who was sitting just below us!) It really was on another level entirely.
For me (based on reds matches only): 1) St James’ Park - Way ahead of all the rest in my opinion. I ended up with a bloody migraine! 2) Elland Road 3) Old Trafford (when they score and unfortunately they scored 7 when I was there!) 5) Bumhole Lane 6) St Andrews 7) Hillsborough 8) White Hart Lane I could add Lincoln City as well just because of that bloody air raid siren they set off for every corner and free kick! Not sure it should count though!
I've been to some big matches at Sincil Bank. The atmosphere was always absolutely cracking, especially for such a weird little stadium. They're getting really good crowds these days, but I guess it's nowhere near as good now as it used to be, since they made the Stacey West end all seater and gave it over to away fans.
I always think Oakwell. However, not inside the ground. I think the cheers I've heard leaving the ground are some of the loudest I've heard. The ooh's and arr's you can hear on Grove Street are belting.
I remember parking up at the market on big match days and being able to hear the crowd from there back in the day. I think that the open away end must have helped for the sound to carry.

Loudest Cheer for a goal I remember was at Villa Park in the league cup, David Platt scored for them and I remember thinking how loud they were.
