How does kicking off earlier prevent additional time in a Tier 3 area? Is the match over quicker if we kick off at 7pm lol

Sky Sports 'Live Football Games' page now shows the QPR game kicking off at the revised time of 7.00 pm but still suggests that the game is on the red button from 19:40. So I'm wondering if the coverage will kick in with the other 7:45 games from 7:40 pm.
