Hard to say, I think you are right some will be agaisnt but the clubs and the governing bodies will be bringing a lot of pressure to make it happen.
While ever there are these restrictions in place I'm really not bothered about going. Staggering arrival and departure times, fans dotted around the stadium, strict controls while in the concourse. What about half time, food, drinks, toilets, etc. I can't imagine it will be a great matchday experience.
Hardly worth clubs bothering as they will probably end up out of pocket or close to if so few are allowed back.
Imagine the maximum will be a lot less than 4k for some of those due to stadium size and the difficulty of applying social distancing.
without looking id say the average across league 2 is closer to 2k so it will benefit the vast majority. Its a big win for lower league and non league football at step 1 and 2. let the fans back in, no government bail out needed.

So opening the ground with all all the associated costs depending on the size of the ground you will lose money by allowing fans in also said if your club is in a high tier area no fans So clubs in low tier area will have a advantage due to home fans which is a sporting integrity issue
Can't honestly see many clubs within the football league opening up their grounds to fans. As others have pointed out, with all the associated costs then they will be running at a loss with the huge restrictions on numbers.
