I think you've misread the report. It was food bought on 9 occasions and it doesn't mention the amount of people who were in receipt of the food. It does work out at about 5k a pop though and it looks like a meal for 2 is 45 quid so, that equated to him feeding 200 people, which doesn't seem to add up.

Whenever I go away for work I have to use an official subsidised work canteen or take my own food. The only time I can claim, which is up to £25.00 per day, is when I am travelling over a period where I would normally be expected to eat in a canteen, and this is usually only for lunch, as I would be expected to have breakfast at home. What I find amazing is that the dept of health HQ is very close to Wellington Barracks, so surely they could have had their meals there? One rule for one.......
