Because if they were, I'm fairly certain it's the administrators who handle transfer dealings and Bolton wouldn't have had a say in whether he could leave or not. Admittedly I don't know much about the situation, but reading their forum sheds little light other than 'he has an attitude problem'.

I don’t remember the timing exactly but I do remember them falling down the leagues like a stone and almost into non league. They had hardly any players at all and were playing teenagers and free agents just to fulfill their fixtures. Shocking state of affairs at that time.
