Both. We assumed he was our player for the taking, without considering Wigan may have offered to up his wages, above a level that we were willing to match. A fairly naive decision, made at the time the loan terms were agreed. I think if we'd triggered the clause earlier in the loan spell we may have landed him, but with Wigan struggling in January they realised it would be cheaper to up his wages than to take the £400k & find a replacement elsewhere.
To be fair to Bfc and we fans, Morsy was making all the right noises on social media. Maybe Morsy is just a crafty bar steward and used his time at oakwell as a means to get himself a better deal. We knew what money he was on at wigan when we took him on loan, and maybe we were prepared to match that, or maybe he intimated that he would take a cut to come to oakwell as a free agent just to get games? Hecky was publicly critical of our handling of the Morsey transfer, a fee was agreed with Wigan, we could have agreed personal terms at any point during his loan spell, however we left it till he went back to Wigan before we tried to finalize, at that point Wigan knew how well he had played, they were desperate to get points, he played well in a couple of games, offered him daft money & he resigned. Totally BFC's fault, no one else's, wanting to sign someone on the cheap & left it too late, he probably just wanted 'realistic' championship wages, nowt wrong with that...
The other side of it is that we could be lumbered paying someone 10k a week for 3 years as oppose to taking someone on loan who may be as good or better with their wages subsidised heavily by their parent club. People were up in arms that we couldn't sign Pearson then got brownhill who was better then got morsey who was the same and finally got James who was better again. I, like a lot of you would like to see 11 of our own lads every week but it's not the 80s and no one else is playing by those rules either.
The story I've heard is we tried offering Wigan less than the fee already agreed so they weren't happy and recalled him. From then on it was always unlikely we'd sign him as Joyce wanted him.
Legally Wigan had to honour the terms of the agreement as long as Barnsley didn't change the terms of said agreement . But we did .

Norwich still have a lot of money to blow about. Parachute payments the main part of that. They have a very strong squad and I'd see him being like Sam ****all, a bit part player. He hasn't even carved out his best position with us. If he wants more money and wants to extend his career, why not go to Bristol City?

It's not quite how I heard it. We dithered over the fee. I doubt whether Linton alone was complicit in that. Two clubs can't decide a players wages. That's absolutely not how it ever works. While we dithered Morsy's agent told him how much Wigan would pay him. We could not match it.
