Offside rule

    I had the pleasure of on P Risdale sitting immediately in front of me today. At one point when Hammil had been given offside (questionable) chasing back the free kick was taken from the half way line. As I complained that if he was offside it must have been 20 yards forwards Risdale turned round and told me the rule has changed and now the kick is given where you become active not where you were actually in an offside position. Does anyone know if he is right and when (and why) it changed. Strangely he didn’t hear my dad asking what the new rule on penalties was where Gardner was flattened from behind when about to score
