It's a huge undertaking, no matter where you're living. Some degree of human error is almost inevitable, but hopefully it'll be kept to a minimum. If the procedures are sound, then bashing the government - any government - when individuals mess up is pointless.

I take it you did not read the whole article... Procedures are a mess!! not just about the individual error t but also things like uneven distribution (Germany allegedly hogging the supply) and temperature sensitive vaccines being transported in picnic chill boxes and spoilt.
