Just talking aloud here... but are they under an embargo already? I thought SCMP was much harsher than FFP and is monitored fairly regularly? Isn't it something like 60% of income can be spent on wages, but there are allowances for long contracts if relegated and youth players? With those costs they must have gone over that. They don't seem to have signed anyone, not that they are on my radar being in league 1.
