For me, it would be that any game ending in a draw would go to a penalty shootout. 2 points to the winner, 1 point to the loser.

Think for a minute ...... most teams would be very happy with a draw to have a chance of two points. That’s why three points for a win came in in the first place. I’d like to see long throw ins banned. Never intended that a throw in should stop play for up to a minute whilst defenders trundle up into the penalty area as though it’s a free kick or corner.
Can't see the logic behind that personally. Could it not lead to more teams playing for a draw most of the time? In terms of proposed rule changes, i quite like the idea of 60 minute games with the clock being stopped when the ball is out of play.
That could be interesting for us. Let's assume this rule was implemented. Rule 437 - any game ending in a draw will be settled by the two teams competing in a penalty shootout. The winning team will be awarded two points, the losing team one point (see rule 232). Rule 232 - the awarding of a penalty kick to Barnsley FC is strictly prohibited.

I see the point. I just love a good penalty shootout. Goal Difference is a huge factor these days, that could be incentive enough to go for the win. I also don't think holding out for a draw is a particularly bad thing, especially if there would be some excitement to come after (penalty shootout)
I think at least a couple of leagues have done this. All drawn games end in a penalty shoot-out, winner takes the points. Like a golden point in Aussie Rugby League. 2 points for a shoot-out winner, 0 for the loser...
I’d change the game to three thirty minute thirds with a five minute interval between the first and second/second and third third.
This was always one of my dad's pet peeves: If the ball is in the air and bends out of play, but then bends back in without bouncing then it is deemed play on.
Game reduced to 2 x 30 minute halves with the clock stopping at every stoppage. Time wasting stops immediately. You'll still end up with the same, if not more football than 90 minutes with continuous clock. and no injury time which is always a bonus.
Ban a diving player for 6 games and no pay whilst also banning their manager for 3 games with no pay.
Immediately remove the "interfering with play" qualification on the offside rule. By making it a strict liability contravention it would make it slightly less contentious and simplify matters a little for officials.
Have an 18 yard line across the full width of the pitch with the offside rule only effective beyond the line
I’d change the rules about obstruction. You see it in every game, a defender blocking a forward so the ball runs out. The defender has no intention to play the ball but is allowed to block. If it was in the centre circle it would be a foul.
How do you implement that though. There has to be some form of interfering rule. Eg attacker runs down the wing beating the full back pulls the ball back to the penalty spot to striker who scores but goal is disallowed because crosser is now offside Or 2 Striker through with only keeper to beat keeper saves and second striker scores the rebound. Disallowed because first striker now offside
Nice and simple. Allow the physio on whilst the game continues. Gets rid of the rolling about for 5 minutes with fake injurys to run the clock down
The only players eligible to play for a club have to be born or have lived ten years in the local authority district of that club. If you were born or have lived 10 years in a local authority district without a league club, you're eligible to play for the club nearest to that local authority district. No transfers, you represent your home town. Your home town club puts money into grass roots football in the local area to ensure a steady supply of players. Then football will actually mean something.
