Hill has a budget. He finds players then goes to the don when he wants to sign them. Don doesnt know when he gets players in on trial and doesnt need to... until it comes to the contract/monies part.
Does Keith Hill state in that article, that we are in talks with him? As for Don, he has a club to run, and isn't always likely to know every Tom, Dick or Harry that we invite in for training. I'm sure however, that if we were keen on a player after training, that Don would then get involved.

Gally is spot on Don Rowing said last night we hadn't entered into negotiations with Martin Crainie. Also, Mr Rowing said he knew nothing about Crainie being at the club when asked by Radio Sheffield the other night. According to him, there is nothing unusual in this sort of situation and it isn't a problem.

He has a budget to work to and will have an idea of what sort of wages a player is worth therefore he needs to know if a player is within his budget. How do you think he finds this out? Do you think he wastes time with trials for players that won't be in our wage bracket?

Hill identifies his targets and/or gets them in on trial. Hill begins preliminary talks with the player/player's representatives, more than likely to find out if they have any real interest in joining, and if their demands are realistic. I'd imagine The Don then steps in when it gets to the finer details of the contract. Now stop trying to wind folk up.
