Politically they are Poles apart. The Punks I knew were very left wing indeed. Skinheads are associated with the far right and tend to listen to Ska music, or am I just being stereotypical. Anyway, I noticed a lot of skinheads amongst the Hoardes of Punk Rockers at Blackpool yesterday. Very colourful indeed.
Because they like punk. There is much more overlap I think now rather than in 80's. And I know a guy who was a skinhead in 80s and he's very left wing

there's actually a very close link. ironically, the original skinheads were actually ska/reggae/rocksteady boys, which is black music, and was adopted by the left wing/anti racist punk philosophies. the NF turned the skinhead into something very ugly. Tomfun is quite right; don't confuse the skinheads as a musical collective with the political side that was hijacked by right wing extremists such as the NF.
The British skinhead movement pre-dates British punk by by a good 6-7 years. Bands like the Clash had a big skinhead following back in the late 70s.
