    I class a middle-lane driver as somebody who doesn't get out of the middle lane for the entirety of their motorway journey. But, I agree wholeheartedly with what you are saying, they need to have some sort of distinction between those who are actually using the middle-lane to overtake and those who just don't know how to use a motorway properly.

    You think you would get away with a crime just by not giving your name? Your right to remain silent is part of your rights once you have been arrested.

    If you won't give your name when requested they will arrest you. Your right to remain silent is when being interviewed.

    refusing to give your name or refusing to sign any paperwork is not a crime and not an arrestable offence
    a copper can only arrest you if they have reasonable
    suspicion that you have broken the law
    it not a difficult concept

    If you refuse to give your name most coppers will not know what to do and spend 10 minutes on the radio back to base before telling you to not be a naughty boy again and letting you leave
    If one of them wants to arrest you, you inform him he will be charged with false arrest and kidnap and if he still goes ahead you prosecute the ignorant ****
    you DO NOT have to give your name to any copper under any circumstances

    Again nice and straight forward in theory... In practice they can and will make your life hell.

    If you are in charge of a vehicle (this thread is about drivers) then they have the right to demand ID from you (also true if you are in a licensed premise). Out on the streets if the police have stopped you, that usually means they are interested in you in some way, you refusing to talk all of a sudden and refusing to give your name might be enough to give them reasonable suspicion, so risking arrest depending on the circumstances obviously.
