Neither did I, cos it were obstruction surely and obstruction is an indirect free kick offence. Penalties are direct free kicks.
On the subject of obstruction why do refs never give free kicks when players are shielding the ball out of play for a goal kick with no intention of touching it? Always annoyed me that!!!
As far as I know, it is still in the laws of the game. They may not apply it, but they could if they wished.
It is still there, in law 12 under indirect free kicks. Read the bit about impeding the progress of an opponent (they have merely removed the word obstruction, but it is the same offence).
you and I know it's the same offence but in Fifas wisdom it is definitely not..it is a non offence...having said that I wouldn't have given Qatar the world cup,so it shows how little commonsense I have. ;D
