If shortening the word Pakistani to just the first four letters is seen as racist then I'm pretty sure everything is, just don't say anything about anything, it's the only way to not offend anyone .
You can despise that element, or the people that commited the crime sure. It becomes racist when you generalise that hatred to the whole society/culture/race. Also, the crimes are against the law there too, hence the people commiting them being arrested (in the latter case anyway, not heard about the former).
I debated this topic recently - the brutal and ignorant cultures that prevail in certain religions. - Public stonings - Beheadings in the name of religion. - Public whippings and hangings for heinous crimes such as loving somebody from another religion or sector of society or for apostasy. - Lynch mobs beating people to death for alleged crimes as despicable as 'blasphemy' - Women treated like **** - Girls banned from education - Regimes where women are guilty unless proven innocent and men are innocent until proven guilty. - Honour placed above all else even the love of a daughter, sister or mother. They can be amongst the most barbaric, backwards and religiously intolerant people in the world. I despise these aspects of a society
Rascist seems only to apply to one way and not the other,it works both ways,or should do,plus I think the PC brigade use term to get something they want without asking for it,an example being a few years ago some looney left council said they wouldn`t put up Christmas lights as it would offend Muslims,the truth was these people just didn`t do Christmas but wouldn`t come out and say so,so shifted the `blame` to Muslims

Its a bit harsh to hate all americans because of the actions of a few people. Though you might have ben talking about british people too, Im not sure which cases you were referring to having read about nut jobs from both nations doing those things.
