They can only spend 60% of revenue (no loans) on wages under SCMP rules. Transfer fees may be different.

Anything given to the club as a donation or gift doesn't count within the 60%, which is how Patrick got around giving us funds over the last two seasons. Now, whether the Bury guy classes them as gifts but somewhere in small print he makes some form of guarantee to pay the donation back, I don't know (complete guess). But you're right, they can't spend more than 60% of their revenue.
The rules in the PL are entirely different. Not sure a L1/2 side could comply with the rules if they're following the same set up as utd. How do you know so much about burys finances? Are you secretly best mates with flicker?
