It doesn't work like that does it? You still sign the player and then the clubs go to a tribunal later to get a fee decided on. I'm sure in the past we once sent our new signing to testify on our behalf

You try to sort out a deal first without a tribunal, and because of that you can't register him, if you reach a stalemate and agree to go to tribunal, you can then register him pending tribunal. But theirs no way of registering him pending fee agreement.
