I thought that in season testing was banned which I assumed meant no running of a current car at all other than on permitted days so why would martin Brundle be allowed to take a Mercedes from a spin round Silverstone? Wouldn't that be considered testing due to the Mercedes team monitoring the telemetry from the drive?
He said during the clip something along the lines of 'to drive this car after it has won the constructors title and before it wins the drivers title seems too good to be true' which would mean it was filmed in the last fortnight.
Because driving it 'round isn't testing. The word "testing" is a bit of a give away. During testing certain diagnostic kit is added to the car & analysis is conducted within the pits. Every team can do PR runs, but without the laptops in the pits & the diagnostic gear on the car. The car also fell asleep in the bogs for 7 hours.
