Probably to be polite and tell the staff in person rather than letting them hear about it second hand through other sources. He may have personally wanted to thank people, when people retire from work they often give a little speech and everyone gathers in one place to hear it. In Philip's case a lot of the staff work at various locations across the country where he may visit and so they all met at the Palace so everyone could find out at the same time.
