A huge amount will be spent on pensions or pension credit. Relatively little will be unemployment benefits or "scroungers".
The vast majority 80 plus percent goes to those in work (if we paid living wage woukd dramatically decrease) on Housing Benefit (if we started to build social housing would decrease) and pensioners ( bound to get worse under Brexit now we are getting rid of net contributors) very little goes on tge unemployed and unemployable.

All well and good saying that but it is an easy to say that £36 Billion is spent on welfare without breaking down what that money is spent on. Instead it's taken that it's all spent on layabouts and wasters.
