Punish him without punishing him. The timing was too coincidental to be anything else. The timings: 14:47 Vettel drives into Hamilton. Clear cut. 15:33:08 Hamilton is ordered to come into the pits to reset his headrest 15:33:24 Vettel is given a 10 second stop go penalty. That is just too coincidental. 45 minutes with no action then instantly action as soon as they realise they can do so without punishing him
