Ultras are not hooligans, hooligans are hooligans. Rostock fans are a bit boisterous(they like their pyro more than most in Germany) and were given a 2 away game ban against Magdeburg and Jena, so the Magdeburg ultras(not hooligans) bought 1,000 tickets for the away fans as a middle finger to the German FA.
