    anyway irrespective that spending money down the whole spine of the country should bring widespread benefits and provide a catalyst for economic growth

    Whichever way you look at it, it sends a clear message of anything but Sheffield.
    Their deceit in regards to the other Borough's and the mismanagement of their own City's affairs makes a deal to be subordinate, or to risk ,any chance of subordination to them, is not worthy of consideration.
