Hello Maggie, It was the Global banking crisis that started the crisis in 2008. It’s the Tory agovt that are continuing with the savage cuts that are affecting local social services etc, It was the Tories that wouldn’t allow councils to replenish housing stock with the proceeds from the sale of Council houses.
Truth is, Labour have no incentive to improve the areas they represent, they want to keep the places poor, the people poor and on benefits and dependent on the state, that's their voters. Area improves, people get wealthier, they vote Conservative. Keep people poor, import more poor voters from abroad to vote for them, amazing that people have been falling for it for so long.

You could say that about all politics, every party needs A victim as you call it. The hardest part then it keep ensuring there are no victims, therefore the ‘model’ still works
