    The UK can't do it because the British train system has been privatized and it is all for profit. The Italian rail network and operators are stated owned.

    Our train franchises are often run by state-owned operators from other countries, such as SNCF, Deutsche Bahn and Abellio, where profits from our trains go to subsidize travel in these countries.
