I suspect technically from that he shouldn’t have had a prepayment meter fitted and it’s been somewhat forced upon him. Three months at say 60 quid a month for dual fuel isn’t a lot. There’s no need for one given an affordable repayment plan could have been agreed, providing there wasn’t any legacy debt. I’d be submitting a subject access request and see what their files say. Costs nowt and you might be able to get a fair chunk of it binned off.. Be wary of Yorkshire water, they are fond of chucking out court summons for trivial amounts...

With a family in Barnsley, you would probably struggle to pay rent, bills and buy "good" food on £1000 per month. In London, you would have bugger all change from your rent on a shared room on £1000 per month.
It will get worse. All the jobs are temporary these days ruled by employment agency’s who lay you off. You after be very lucky at my age to get a permanent contract. National minimum wage is impossible to live off due to the water rises, council tax rises. Public transport rises etc. All this leads to poverty. I work in a warehouse in ponte and been on agency for over 3 years now Struggling like mad. I have good qualifications too but it’s giving me F all. Uni was a waste of time!
I work with someone that did graphic design, and spent a few years designing golf courses. He now designs computer systems Not sure what you do now, but that is an area that is difficult to automate, so there should be opportunities (if the market was settled). Hope you find something that suits you soon.
