Don't think either of those teams would have him to be honest. He's not a Pep style of player. And Liverpool have better options. Especially with his injury problems. Could do a job in tarn side, like.
His scoring record is up there with anyone since football started (1992). Dont think his style would suit those teams but when he retires he deserves to have won some stuff.
Harry Kane needs to realise it's poor side at Tottenham that make him look so good. He's just like Francis Jeffers was at Everton. Yes he's a talented finisher but he isn't the most skilful or quick. If he wasn't at Tottenham he might be better in Italy or signing for Manchester United. I can't see Liverpool or Man City wanting him.
Doesn't necessarily need to move to a better team, think he is fine at Spurs being the main man, but I have no doubts he would score more per season at City than he would at Spurs (if he played every game at City).
Comparing him to Jeffers is very harsh. He's done the business over a much longer period, has a cracking international record and the rest of his game is surprisingly good for a "finisher". Also I don't understand how a poor team makes a striker look good - surely in a better team strikers get better service?

Didn’t Jeffers only have about 18 months at Everton before flopping at Arsenal? Kane’s been performing in the premier league for at least 5 or 6 seasons now, he’s on course to be one of the leagues greatest strikers. I think like the rest of his Spurs teammates that he’s struggling a bit without Eriksen who seemed to me to be their best player. Can’t see Kane fitting into a Pep or Klopp team. Both like their strikers to be selfless & I can’t imagine Kane’s constant shooting from the edge of the box suiting either. Man Utd seem to be trying to replicate Liverpool in having a pacey front 3 who can change positions & I can’t ever imagine him joining Chelsea or Arsenal so I think he’ll probably stay at Spurs for the rest of his career unless he does a Gerrard or Beckham & goes abroad for a final pay day at some stage.
