    Is where tier 3 has been in place for a long time.

    So let's scrap tier 3 then because it doesn't work

    Depends on your definition of work. It's common sense that they reduce numbers but I think better targeted restrictions would work a lot better and the absolute best way to make them work is to combine them with actual proper measures that protect the vulnerable too

    I knew which was which but I thought the north east was in tier 3 too for some reason
