Don’t think London will be in tier 2 for long given the rise in cases but a crass politically based decision so not unexpected
According to the government website, London's R rate is higher than Yorkshire's. Why then are they tier two? Rhetorical question.

So its all a bit of smoke and mirrors to come out of lockdown. Clearly someone wants to destroy our hospitality industry as that was one of the few that wasnt going to be destroyed by brexit

This is all just dumb My Sister lives in Ilford over 300 infections per 100k and rate increasing - tier 2 I live in Farnham 93 infections per 100k and rate decreasing - tier 2 Dad lives in Wombwell 273 infections per 100k and rate decreasing TIER 3 Any rational person would have me in Tier 1 Dad in Tier 2 and Sister in Tier 3 but we have a clown driving a clown car
I fully expected Barnsley and Kent (found out the inlaws' next door neighbour (in Medway) died from covid on Monday) to be in tier 3, and felt London should be but would likely be put in tier 2 as a whole. So not really surprised in all.
Not in any way whatsoever supporting this, but it's apparently not just about the R rate but the hospital capacity in each area too.
They've basically said no-one in Tier 1 (hardly anyone), London in Tier 2 (meltdown otherwise) and the rest in Tier's 2 and 3 (drawn out of a bag). Madness, sheer utter madness. It's like they're making it up. Oh wait a minute..........
I’m guessing here but it may be to do with hospital capacity, after all, that’s what it’s all about I reckon. sorry, rhetorical answer
If Barnsley/Rotherham hospitals are full of patients from when the cases were (much) higher in early November, then you can see why the area would be in a high tier. But that doesn't mean that Ilford shouldn't also be under Tier 3 to prevent that happening in a fortnight.
