Surely games would need to be all ticket otherwise how do clubs know whether more than 10k are going to turn up or not with pay on the day? For clubs with around 7k+ season tickets holders, they could end up with more than 10k once everyone arrives but have no way of knowing that’s going to be the case.
I believe it's about the capacity rather than the attendance. Shrewsbury could have every single one of their 9900 (ish) seats full with no restrictions at all but if you hold a charity match at old Trafford with just 3,000 fans rattling around the place they'll have to show a vaccine passport
