Same as all the other mega rich Russians who made their money through Putin's corruption after the fall of the Soviet Union. I don't know specifically what he did to be fair but he has been identified by several countries as a "person of interest". As for the "Fit & proper person" test for owning a football club, are you being serious? Man City, Newcastle, Chelsea, Man U? Really?
Like i said, it’s difficult to imagine billionaires obtaining their money in a morally wholesome way, but it seems it wasn’t illegal in Russia, and I’m not aware of any actual crimes he’s committed.
If you look at his wiki he was jailed in 1992 for theft of government property though who knows if that was a trumped up charge by some mafia rival. He has admitted in court to millions of pounds spent on bribery and protection. I think we can safely say that even in the UK of Johnson and Rees Mogg he'd have been banged up in jail for a very long time for the business practices he's engaged in.

Fair point but remember he's been named in the Commons and has been under investigation for years by the Americans. If we had a robust and non-corrupt government, he might have been kicked out years ago. Even suspicion of his past should have been enough for our football authorities to have disqualified him as a "fit and proper" person....
Doubt it if the loans themselves didn’t cause a breach of FFP. FFP is a joke at the best of times and I can’t see UEFA worrying about it if it means they don’t have to have a Champions League final with a Russian owner.
I don't think he's any more morally reprehensible than Bezos, for example. However the only way to bring down Putin will be to ruin every Russia's quality of life to the point they get rid of his government.
