Why would a reporter query his source if the source was a CE making a fairly unambiguous statement. If you are saying that our CEs communication skills ( in English) are so poor he cannot be trusted to communicate clearly then he either needs to speak through an interpreter or we need to appoint someone who can. In a forward facing role clear communication is pretty vital.
But did he turn a definitive job offer or the opportunity to apply? The phrase used could be associated with both examples but mean different things. Would you like the job? No is turning the job down Would you like to be considered for the job? No, is also turning the job down.

Where the written word bears no resemblance to the spoken word. And in fact can give a total false or even opposite meaning. (A preliminary hearing takes place with HR taking notes. Then if necessary will go to disciplinary. With a different person. They having read the notes. Already imprinted on their mind giving a totally false account.) I got that fed up.
