Some are worth a try, don't fancy shorter halves though.
Regarding offside they could also try simplifying it to......
A player is considered offside unless three players of the opposing side are in front of him (includes goalkeeper).

Even if it’s the whole foot, there’s still a question of whether it’s 0.00001mm clear or not.

The question should hang on whatever body part being ‘clearly in front’ rather than which part of the body being ‘in front’.

I see what you mean. But adjudging the striker to be offside because his whole foot is off seems a lot fairer to me than because his toenail is off.

It’s not generally the rules at fault imo although there always room for improvement such as the goalie not being able to pick the ball up from a pass back etc ,
That was tedious watching that from a team one nil up .
No for me it’s the inconsistency of the people enforcing the rules that’s more frustrating but that’s human involvement and opinion and that will never alter imo .

Trouble is even clearly in front becomes debatable as when it start and stops.
For me the offside rule worked for a long long time and has only really became an issue since TV started to highlight in in almost every game.
Perhaps the answer should to revert back to the Ref and Linseman and their interpretation and instead of trying to revert to technology to address their ‘inability’ to keep up, work with the referee organisations to make them fitter and better.

Trying to be precise on a game with 30+ Humans involved is killing the game. I think its important to keep things as simple as possible.

    1) Penalties only awarded for denying a goal scoring opportunity the same as red cards.

This is an area that getting more complicated and harder to referee. I think it should be simple as any foul in the area. The real issue is handball as this is another area becoming more and more complex. I think its always going to be a judgement on handball so keep it as simple as hand to ball or hands away from body.

    2) Whoever wins the penalty takes the penalty.

Too many complications. I suggest no change, its fair for both sides.

    3) Make penalty shoot-outs fairer.

    BBAABBAAB Makes sense

    4) Judge offside purely based on the position of the feet.

This definitely needs simplifying not adding more microscopic measures I think the feet is a good idea but it needs to have a tolerance in VAR. I think there should be a thickness of the line that says accounts for 2-3 inches. I don't know how they measure the point at which they freeze play, how do they measure if the ball has left a players foot or not? Surely they don't measure this to any degree and therefore the same flexibility must be used at the measure the lines stage.

    5) Stop the clocks.
This is an issue that referees seem to allow. Its ok to take a min for a throw in and free kick. I think they should stop the clock for substitutions and when a player receives treatment only. Then they can remove the player leaving the pitch part. Then refs need to be stricter in the rest.

I also think referees must have the same obligation as managers to a press conference after games. Its amazing that manager must be accountable in participating and risk fines for what they say but refs can run away and hide.

How do you determine a goal scoring opportunity in regards to penalties though? What if there's multiple players involved? A simple pass may make a goalscoring opportunity, what if that simple pass is stopped by a foul? Technically the pass wouldn't be a goal scoring opportunity, but the next player would have one

I like the ABBA rule for penalty shootouts. It will ensure that the winner takes it all.
