Ah, okay you've probably picked the numbers off the BBC website article as those you've quoted correspond. Thing is the BBC article is riddled with errors - just on Yorkshire alone it misses Fisher (Birmingham Phoenix). So on a like for like basis Yorkshire have 10 (the BBC have included injured bowlers, Wood, Archer, Woakes etc in their numbers for the other counties). The BBC article also counts differently between counties on things like overseas players who were never even contracted for RL50 cricket - this is taken to the extreme in Hampshire's case as it lists 2 overseas players, McDermott and Ellis, who were contracted for the T20 Blast only! (You can only play 1 overseas player in the RL50 afaik anyway). The Hampshire number should be 8. How the BBC can be so sloppy as to include 2 overseas players who were never going to play RL50 in the numbers Hampshire are missing the lord only knows. The equivalent would be adding Shadab and Allen to the Yorkshire numbers, then we'd have 12! To show further how poor the BBC article is it has Malan down as Northern Superchargers (when he's Trent Rockets). So, given Surrey and Warwickshire are in the other group, Yorkshire, with 10, will be missing more than any others they will play.

Fisher isn't playing because he's injured but the BBC have included other players who aren't playing because they are injured IN their numbers for other counties (eg Wood, Woakes, Archer) whilst leaving Fisher OUT of their numbers. To put it simply the BBC numbers are pony.
