Do you mean the congestion charge or ULEZ? The congestion charge is only a small circle around central London and doesn't go north of Regents Park. Unless you live in South London and are travelling to Wembley by car (and going straight through the middle of London), then you won't need to pay it. Nobody travelling from Barnsley will need to pay it unless they overshoot Wembley by 10 miles in a gradual easterly direction, which would be quite impressive
You could easily go into the current ULEZ though Wembley is only just outside it - one wrong turn could get you into that - only a problem if you have a diesel over 7 years old or petrol over 16 years old though
The OP mentioned the congestion charge though, that's very limited to central London so very unlikely anyone will be driving through it.
