That talk sport app is horrendous, I only went to look at the photo, ended up buying a chainsaw, holiday and a funeral plan all by accident. If you mean the kiss, yeah it’s a bit creepy. But the Spanish do kiss a lot more than us.
Very creepy and under U.K. law could be deemed sexual assault - though only if it can be shown that the kiss was intended to be ‘sexual’ - given it happened in a large crowd with countless cameras etc, it is very unlikely to be proven to be so. I also don’t know what the law is in Australia, but I’d assume it to be similar. He’ll be condemned verbally but not prosecuted for anything would be my guess.

President totally out of order made worse by forcing the victim to pretend there is nothing to see here.
As an aside, would he have kissed a male bloke on lips if Spain had won? Far too intimate for me and for that reason it smacks of sexual abuse. I know that sounds harsh and he maybe didn't think but he needs taking to task for it. If I kissed a barwoman on the lips for pouring me a perfect pint I'd rightly be in the doghouse. Can't do it, shouldn't do it. He should apologise.
