Goal line technology is used at championship level and above. At Oakwell we have actually had the cameras for it installed and removed, then installed again, then removed again as we've been promoted and relegated over the last few years.
I thought I heard on the commentary that the referee checked his watch, which is supposed to buzz when it crosses the line. He probably put his Fitbit on by mistake for the game.

Our commentators definitely said that goal line technology was being used, but I can't see how given that. Fair play to their keeper for the quick reaction though! Another second or so and I can't see how it wouldn't have been given.
