They should set a league up like the efl cup competition. Prem u21 or B teams - with championship/efl clubs, who have to play 5 first team squad members. Prem club pays 50% of others costs. No idea if it would work but it leaves the efl leagues as they are.

The time should be coming when we have to ask ourselves how much we, as fans of ordinary clubs across the country and owners of said clubs, want to continue hanging on to the coat tails of the big clubs. It's no longer possible to aspire to anything. The big six are just creating more and more barriers to competition. Tell them we're not interested. Restructure the entire pay structure of footballers in the EFL. Cut ties with the Premier League entirely. Cancel promotion and relegation to and from the Prem. Declare the current Championship to be the top league of English football. Offer any clubs currently in the PL membership of the new Football League under the new rules and let the rest f**k off. No doubt all the current Prem teams would refuse but they'd very quickly find themselves cut adrift by the top clubs when the European Super League or a world league inevitably happens. The rest of us could go back to football where the element of competition is restored. The hope that just occasionally with a good crop of players and a good manager your team can prosper. Admission prices would become reasonable. Shirts would not cost a fortune. The game was run for the benefit and convenience of fans. Etc, etc. I know it will never happen but I can dream. Mind you the European league will definitely happen so we'll see which way the cookie crumbles then.
