Pretty sure ticket refunds are made by ECB. It'll be the loss of income from bars and hospitality that will sting.
You know they will wait until people set off before calling it off officially. I think ticket holders will be sensible enough to not set off in the first place

People moaning in the comments telling them to call it off now before people travel. Of course they should have already called it off by now, but grown adults should be able to read a weather forecast and easily come to the conclusion by themselves that they shouldn't set off.
