You might argue that making it easier for users of services to 'quickly and securely' share information about themselves when accessing online services might be perceived as ID card territory. Personally, as long as it's secure I'm happy with anything to ease things online and I assume as there's no hint of compulsion we're far from a 1984 scenario. If it's not compulsory then those who think it's Big Brother territory don't have to use it, in the same way they ought not to avail themselves of retail loyalty schemes which monitor how you spend your brass in a supermarket, for example, which can be used to target you with offers you might find tempting based on past expenditure.
