I wonder if they were told they were only allowed one as I felt like each boat had one person with a mobile or stood next to a camera on a tripod.

 

I wondered about that, too. It looked quite dangerous, especially with the rain. The people swaying about on 10 meter poles also looked dangerous. In fact, there were quite a few dodgy activities.
