On the face of it, you'd think this development must cause a lot of traffic grief leading round to J37, or the other way, to Huddersfield Road/Redbrook Hill. But presumably the Council have examined the proposals and reassured themselves. You'd also think they'll surely have to close off Church Street/Hermit Lane as that would otherwise be a major rat run?

Good for a local drainage business is all this, new roads, new house's and new industrial units.

I’m pretty sure the new road will sever Hermit Lane towards the top end. Various plans showed the new road going over the top, but I suspect they won’t want to spend money on a bridge. There are plans for another roundabout on the sharp bend of Higham Lane so the road through capitol park can connect at that end meaning traffic from junction 37 can go straight through the industrial estate rather than left onto Whinby Road and then round the mini roundabout onto Higham Lane.

I’m honestly not sure how much say the council has. The planning rules are set by national government and as long as they are being complied with I don’t think that the council can stand in the way. We are having a large-ish housing development in Dodworth which cannot fail to add to the already significant traffic/infrastructure problems, but at the meetings I have attended the representatives of the council claimed that they have no power to impose any major conditions on the developer. Could have been lying I guess.

Yes, Hermit Lane will become a traffic free green lane. I'm not sure about another roundabout, but Higham lane will connect via the existing industrial estate; they pulled some buildings down to accomodate it ( and more commercial land) a while since.

    to go completely O/T -

Drive daily from Gawber to Kingstone - returning via Broadway and heading for Pogmoor the lights at Penny Pie Gyro are extremely 'tight.'

That won't be great, volume of traffic coming from Penistone means it's difficult to get out from Capitol Park anyway so further traffic will make it worse. Glad I'm WFH more now!
