Probably. But we have similar GDP per capita, so have similar funds, we just don't utilise the money in the same way? I'm not saying Germany is a better place to live, but their local councils do seem to carry out a more efficient job in their villages, towns and cities.

That's an urban myth. What you may get sued for is if you poured water on to thaw it and than that water froze over as a sheet of ice.

The people who tell you that people can't clear snow in case someone falls are usually the sort that can't be arsed to go out into the cold to clear it, but conveniently blame 'health and safety gone mad' to mask their laziness.
Not true. You can move snow/ice on your land all you want as it's the risk of the visitor if they want to chance it. But if you clear snow/ice from the public pavement/road in front of your property that's different.
