Aside from the word "blame", that depends upon your perception of what a manager can do with a squad of players that he has inherited. Although managers last so little time that hardly any of them get to say a squad is wholly their own creation. And very few managers (if any) get to clear out everyone upon their arrival. So it should be a given that the manager who applies for the job ought to have knowledge of who is already on the playing staff, and thus a perception of what he can do with them.
